While conducting routine patrol on May 8, 2026, Haskell County Deputies observed a vehicle failing to maintain lanes while traveling westbound on U.S. Highway 56 in Satanta. Deputies delayed initiating a traffic stop due to low visibility and lack of shoulder until reaching the Satanta city limits. Upon contacting the driver, identified as Willy Peters, deputies observed open containers inside of the vehicle and what appeared to be visible signs of intoxication displayed by Peters. Deputies then asked Peters to perform a Pre-Exit Sobriety Test, to which he consented. Once complete, Peters was asked to perform a Standardized Field Sobriety Test and Preliminary Breath Test, to which he also agreed. At the conclusion of each test, Peters was placed into custody and transported to the Haskell County Jail, where he agreed to a blood draw, after which deputies transported him to Satanta District Hospital for further analysis. Peters was subsequently transported back to the Haskell County Jail where he consented to a Drug Recognition Expert Evaluation conducted by the Kansas Highway Patrol. Once the evaluation concluded, Peters was booked and processed for driving under the influence of drugs and alcohol; first conviction; incapable of safely driving, transportation of open container, operating a motor vehicle without valid registration, and operating a motor vehicle without valid liability insurance.
Then on May 9, Haskell County Deputies conducted a traffic stop on U.S. Highway 56, near Road FF in Satanta. Upon contacting the driver, identified as Cecilia Garcia, deputies proceeded to further investigate observed circumstances, placed Garcia under arrest, and transported her to the Haskell County Jail. Upon arrival, Garcia was booked and processed without further incident for driving under the influence; first conviction; <21 years of age, and purchase/possession/consumption of alcohol by minor; 18-20 years of age; first conviction.
