Liberal City Commission Meets Approves Dog Park Funding

The Liberal City Commission met on Tuesday evening an started the meeting off by recognizing KMU Water Operator of the Year Presentation to Gil Corona from the City of Liberal. The Commission then adopted Resolution No. 2456, which sets a public hearing for July 14, 2026, at 5:30 p.m. to consider annexation of the Oxy property and repeals Resolution No. 2453.

Commissioners approved the Dog Park Project in an amount not to exceed $194,000.00, with funding coming from the Community Development portion of the One-Percent Sales
Tax. The Dog Park will be located in McCray Park. City Commissioners next approved the purchase of the Christmas panel tree package from Creative Displays in an amount
not to exceed $25,700.00 with funding for this purchase coming from the Community Development portion of the 1-Percent Sales Tax. The tree will be a 26-Foot Panel Tree w/C-7 LED Bulbs, will have an  Ornament Bulb Package, with a 3-Foot Gold LED Star Tree Topper, and will be placed in the 3rd Street Fountain Area.

The Commission approved the quote from Scout Energy Group to reroute multiple gas lines in an amount not to exceed $60,000.00 for the purpose of moving the Cemetery Expansion Project
forward, and accepted the bid from B & H Paving of Scott City, Kansas in the amount not to exceed $740,000.00 for the 2026 Chip Seal Project in the City.

At the meeting, the Commissioners approved the sale of the old South Fire Station at 14 W. Walnut to Octavio Holguin Arredondo in the amount of $55,000.00. The City put the property out for bid and Arredondo was the sole bidder. His bid was above the appraised value of the property.
