The Liberal City Commission meets, Approves Fee Structure

The Liberal City Commission met Tuesday evening and approved the Consent Agenda and awarded the employee Service Awards.

The Rural Housing Incentive District for the Navaho Road District was removed from the agenda and moved to the next meeting.

The Commission approved a Special Use for 300 N. Lincoln for the opening of a homeless shelter located at 300 N Lincoln Ave and approved the Fees for 2023. Commissioners voted for City staff to proceed with the City of Liberal VMWare Datacenter Upgrade Project which was awarded to SHI in the amount of $72,146.14 to be funded from ARPA funds. The Commission also approved WWTP Software Project at a cost of $40,250 with the funds to come from the KDHE WWTP Project Loan.

ARPA funds were approved as the funding source to purchase 19 Traffic control conflict monitors and signal controllers to replace all existing monitors and controllers. The City accepts the bid from Gades Sales Company in the amount of $88,832.00 for this project.

Commissioners approved a Dog Park at the Tourist Information Center at a cost of $16,347.77 and approved vacation buyback as of December 5th with $269,552.87 to be paid by ARPA funds.

The Commissioners approved the services of Professional Engineer Consultants to develop initial plans for the second overpass in western Liberal. The agreement provides two crossing options for $20,000. Once derived, the plans will be presented to the Kansas Department of Transportation (KDOT) for review and consideration in future project funding in Spring 2023. This is the first step in a multi-year process. The monies will come from the Street, Drainage, & Other Capital Improvement portion of the one-cent sales tax. Options being considered are on Pershing and Western Avenues.
