Funds Still Available for Several Housing and Community Development Programs

The City of Liberal offers Housing & Community Development programs aimed to provide assistance for the expanding  housing market and maintaining the safety and appearance of existing homes. These programs are funded by a portion of the local one-cent sales tax and federal and state funds to provide housing related services to benefit eligible citizens.

 

Programs available for residents include:

 

New Construction Housing Incentive – develops the local economy by promoting and encouraging development projects that expand the City’s economic base and help to diversify and grow local job opportunities. Provides a $7,500 incentive per new single-family home or a $5,000 incentive per unit for multi-family construction.

Home Repair Program – provides financial assistance to eligible senior citizens, individuals with physical disabilities, veterans, or residents in very low-income households in order to address emergency home repairs or accessibility modifications. Emergency repairs must correct an impending safety or health hazard, threat of physical danger, or deteriorating structural damage to a residence. Awards grant up to $3,000 for eligible households. This program is available for households within Liberal’s 3-mile extraterritorial zone.

First-Time Homebuyer Program – extends a zero-interest, three-year loan up to $3,000 for eligible first-time homebuyers to use for down-payments and/or closing costs. Households earning at or below 125% of area median income are eligible.

Paint the Town Program – enhances the appearance of existing homes by providing vouchers to eligible homeowners in an amount up to $500 to be used for the purchase of exterior paint, primer, and related painting supplies.

*NEW: Fence Program – provides up to $3,000 financial assistance for eligible fence installation or repairs made by a licensed and insured contractor for eligible applicants who have adopted and registered a dog from the Liberal Animal Shelter.

Safe at Home Program – provides smoke detectors, carbon monoxide detectors, and NOAA weather radios for eligible applicants living in their permanent residence.

Wastewater System Improvement Fee Waiver Program – waives the $10.00 monthly Wastewater System Improvement Fee from utility bills for eligible seniors living in their permanent residence.
