Affidavits Released For Former Stevens County Officers

Affidavits for the arrests of Halstead city administrator and police chief at the heart of an KBI investigation over perjury and the misuse of public funds revealed new information today. Both men had previously worked togetherimage in law enforcement in Stevens County

Former Police Chief Steven Lewis is charged with misuse of public funds and theft. The affidavit, from the 9th District Court in Harvey County, shows Lewis requested money from the city for ammunition for the police department — but deposited that money into his personal checking account.

Halstead City Administrator James R. Hatfield is charged with perjury.
The affidavit says Hatfield signed a document saying Lewis was retiring from the police department — but didn’t give a reason. At the time, Lewis was being investigated for abusing a co-worker. The investigation purports Hatfield knew that.
