The Liberal City Commission met on Tuesday evening and approved the Interlocal Agreement with Seward County for GIS Services.
Commissioners adopted Ordinance No. 4635, which replaces Ordinance No. 4555. This Ordinance regulates the selling and shooting of fireworks. This Ordinance makes minor changes to the current Ordinance. Some of the changes include:
1. Lessening the days fireworks can be shot off from 3 days down to 2. This was done because one of the biggest complaints we hear over the 4th of July weekend is that fireworks are allowed to be shot off for too many days. This causes a big strain on many people as well as many pet owners, including the animal shelter. This is causing undue hardship for residents within our community. The days for shooting fireworks will be July 3rd and July 4th, unless July 4th falls on a
Friday. In this case, fireworks can be shot off on July 4th and July 5th to allow for the weekend.
2. Person(s) wishing to obtain a license must do so on or before July 10th of the license year. This will allow both the Building Department and the Fire Department to review the license before it is
issued.
3. Making the funds for the $2,500 license be collected funds only. In the past, checks were allowed for payment and there has been a case where a check bounced. Collected funds will ensure that the payments are secured and accounted for before a license is issued. Those funds will need to
be paid on or before July 24th.
4. For person(s) wishing to provide a public display of fireworks, the required amount for public liability insurance was changed from $500,000 to $1,000,000
Adopted at Tuesday’s meeting was Resolution No. 2432 the Vision Zero Policy plan for Liberal. This document can be used to support Safe Streets and Roads for All (SS4A) federal implementation grants for projects identified in the action plan, in addition to grant funding opportunities available through the Kansas Department of Transportation.
The Commission approved the supplemental agreement for an additional $20,000 in compensation. This is compensation for Lochner due to the increase in the original agreement and the change of some of the scope of the plans and specifications from $397,500 to $417,50 due to these changes.
Commissioners approved the submission of a Federal Funds Exchange reimbursement request, in the amount of $251,896.67.
Michael Dominguez was appointed to a four-year term as an at-large representative to the Convention and Visitors Bureau Advisory Board, beginning in May 2025 and expiring in May 2029, and Takumi Rader was appointed to the Liberal Memorial Library Board for a full term from May 2025 to May 2029, and Lara Maxwell was appointed to the same Board to fill Carol Dearing’s unexpired term from May 2025 to May 2026.
The Commissioners will review documentation regarding contracts and a request for the Waiver of Liquidated Damages for the Ortuno Housing Addition with a vote to come on May 27th.
