Liberal City Commission Holds Water Rate Discussion

Joe Denoyer - January 23, 2024 9:19 pm

The Liberal City Commission met on Tuesday evening at 5:30 pm and held discussion on water rates. City staff presented three options to the governing body for consideration. Option 1 is a $15.75 wastewater
fee, no transfer from the water fund, and a 3% annual increase.

Option 2 is no wastewater fee, no transfer from the water fund, and 25% rate increases with 3% a year there after.

Staff also recommended transitioning new customers from the city average to city minimum until they complete an evaluation period, as well as adding rate portability to the individual customer.

This will be brought back to the Commission to be voted on with a consensus for Option 2.

The City Commission passed Ordinance 4611 which Repeals Article XXVIII of the City Zoning Ordinance. By repealing this Ordinance, it does away with the City’s Overlay District which was on Kansas Ave from Pancake to 6th Street.

The Commission adopted Ordinance 4612. This – Amends portions of Ch 12, Art 2 Pertaining to Cemetery Rules.

Also, The airport is moving on to the next project which is a new airport terminal, parking lot, and apron expansion. Prior to these projects, surveys are required. The Commissioners approved an agreement to do a Documented Categorical Exclusion, Archaeological survey, and Lead and Asbestos Survey that is required by the FAA for projects. The amount for the CATEX study is $59,150. Costs of the surveys is reimbursable to the FAA when the City gets the grant at the 90/10 rate.
