GUYMON, Okla. — Savoy Infrastructure Partners, developer of the Panhandle Cowboy Project
in Texas County, will release the Texas County Guardrails Report on Thursday, November 5,
2026. The report summarizes questions, concerns and ideas residents raised during recent
community conversations about the data-center campus.
The conversations were open to every resident of Texas County. Residents met directly with
Jason Turk, founder and owner of Savoy Infrastructure Partners, through scheduled
appointments and walk-in visits, including early-morning, evening and Saturday times. The
report records what was heard, including support, opposition and residents who remain
undecided, along with the project’s current responses and the work still to be done.
Topics in the report include:
Water, including the commitment that no municipal drinking water will be used, planned
hydrologic studies and residents’ suggestion to evaluate Guymon’s treated wastewater
Cooling design and Oklahoma’s new groundwater law for data centers
Power supply and working with local utilities
Jobs and workforce training opportunities
Community benefits, including scholarships, healthcare, housing and the county financial
package
Land use, noise, night-sky lighting, county roads and emergency services
How written community protections would carry forward to a future owner/operator
“Residents gave us honest, thoughtful questions, and many of them made this a better project,”
said Jason Turk, founder of Savoy Infrastructure Partners and the Panhandle Cowboy Project.
“Some people support it, some don’t and many are still deciding. This report puts what we
heard on paper, along with what we know, what we’re still studying and what still has to be
agreed to in writing.”
The project’s foundation is well established, including the land campus, power-supply options,
water studies and permitting work. The community guardrails and county financial package
are in their listening and learning phase, and they will not be final until they are set out in
signed agreements. One of the main goals at this point is to make sure residents have actual
facts and evidence about the project, shared in a transparent way.
The Texas County Guardrails Report will be posted Thursday at www.panhandlecowboyproject.com
and delivered to media outlets and officials. Residents can continue to send questions and
suggestions to development@panhandlecowboyproject.com. Media outlets that would like to receive
future project releases can send their preferred email address to
media@panhandlecowboyproject.com.
