The Liberal City Commission met on Tuesday evening at 5:30 pm and held discussions on the possibility of purchasing more water rights for the City. After discussions, the Commission approved an environmental study on the wells before moving forward.
The Commissioners approved Resolution 2461 which is a notification of their intent to exceed the Revenue Neutral Rate as the City anticipates that the budget will include
up to 53.392 mills, which is an increase over the 2026 Budget of 51.392 mills.
Commissioners approved Resolution 2462 approving a Subordination Agreement made by with Western State Bank, Liberal Hospitality LLC Security Bank and the City of Liberal. The Board gave approval of the Design-Build Agreements with Hutton for the Water Park Project, and approved PEC Work Order No. 26-08, in an amount not to exceed $20,000.00 for the Dog Park & Third Street Parking Lot Surveys.
Commissioners approved Change Order No. 3, granting additional work days to Middlecreek Corporation and authorizing $15,900.00 in fire hydrant extensions in order to complete the project, and gave approval of Ordinance No. 4658 to issue a Temporary Event Permit to the Seward County United Way to allow liquor sales and consumption during their “Oktoberfest” fundraising event on Saturday, October 10th, 2026 in Downtown Liberal.
In an added item, the Commission approved a change order on the Western Avenue mill and overlay project. Originally, it was believed that a 2 inch mill and overlay would correct the problem on Western Avenue, but after milling the 2 inches, it was discovered that the problem was at 3 inches. The Commission approved the milling of the extra inch and applying a material to further prevent more cracking, a then overlaying the project in 2 separate lifts. This could add an additional week to the completion of the project.
