Oklahoma Highway Patrol Investigate Incident on Highway 83 in Oklahoma

On Thursday April 12, the Oklahoma Highway Patrol was called to investigate an incident on Highway 83, 2.8 miles south of Turpin. Passersby came upon a pick up parked beside the road with the driver laying unresponsive in the roadway. Those on scene started life saving procedures until medical help arrived. EMT’s took the driver to the hospital in Perryton Texas where she was pronounced dead.

Trooper David Welch of the Oklahoma Highway patrol conducted the investigation and stated it appeared the driver, Janet Cater, 70, of Ormand Beach Florida, had pulled off the roadway to fix the tarp on the bed of her pick up that had come loose in the high winds. It was then, that due to a medical condition, she became incapacitated and collapsed. No foul play is suspected and she was not struck by any other vehicles.
