Law Makers Agree On Coal Plant Bill

(AP) – Legislative negotiators agree on a bill allowing two coal-fired power plants in southwest Kansas.

The measure would overturn a decision by Gov. Kathleen Sebelius’ administration blocking the plants. Sunflower Electric Power Corp. wants to build them outside Holcomb, in Finney County.

The bill also restricts the Kansas secretary of health and environment’s power to regulate greenhouse gases. Secretary Rod Bremby denied an air-quality permit for Sunflower, citing the plants’ potential carbon dioxide emissions.

The House and Senate agreed on those parts of the bill but disagreed on some “green” provisions.

Backers of the bill view it as comprehensive energy policy. The green provisions are designed to attract support from lawmakers who are reluctant to approve new coal-fired plants.
