Kilbourne Still At Large:UPDATE Possibly Spotted In Cowley County

UPDATE:Cowley County authorities say just after noon they spotted the man accused of shooting a Butler County Sheriff’s deputy.

It happened in Cowley County near a farm house at the junction of K-15 and US-77.

A woman found a man inside her home and he ran when she noticed him.

The Kansas Highway Patrol is sending a helicopter and troopers to assist Cowley County. It’s being considered an active manhunt at this time.

The officers will soon be searching a nearby field for the suspect.

Jan Tracy Kilbourne has been on the loose since Monday.

He is accused of shooting a Butler County Sheriff’s deputy.

The bullet hit the deputy in the shoulder but was stopped by a vest he was wearing.

The deputy fired at Kilbourne who ran. Deputies spent Monday searching for him in Butler County.

The search continues for a suspect accused of shooting a Butler County sheriff’s deputy during a traffic stop early yesterday.

Law enforcement officers are still looking for Jan Tracy Kilborne, who may have also been shot during the traffic stop around 5 a.m. Monday.

Tasha Kane and Graham Taylor were in the car with Kilbourne Monday morning. "He said he was loking for a pack of cigarettes and then he just pulls out a gun and shoots him", Kane said.
Kane and Taylor said the deputy then returned fire, firing multiple shots. Kilbourne ran from the scene and may have been wounded in the exchange of gunfire.

A bullet struck the deputy in the upper right shoulder but did not penetrate his bulletproof vest. He was taken to a Wichita hospital with cuts from the impact of the bullet and has since been released.

Kilbourne has been the subject of a search before.
In December of 2011, the Seward County Undersheriff says Jan Tracy Kilbourne stole a car and was pulled over by a deputy in Seward County. Kilbourne’s passenger pulled out a knife and distracted the deputy, while Kilbourne jumped into the deputy’s car and took off.
Several different agencies responded to help with the search. They found the deputy’s car abandoned and stuck in the snow. They followed footprints in the snow and found Kilbourne hiding in a ditch.

He was convicted on 19 criminal charges including theft and evading a law enforcement officer. He pled out to all charges and received probation.
He eventually broke his probation and ended up in Butler County where he is accused of shooting a Butler county deputy.

Seward county is helping with the search. They believe Kilbourne may be heading their way because he has family there.

"Because of the fact that we heard he was also wounded in the incident, I assume and a lot of the people I work with assume that he would come to where he knows or come to where his family is," Seward county Undersheriff Gene Ward said.
